Randy E. Narramore - Interim City Administrator

Randy Narramore, currently serving the City of Montebello in the capacity of Interim City Administrator, has over 40 years of experience in the municipal public sector.  In 2007-2008 Mr. Narramore also served the City of Montebello as Interim City Administrator and later as Interim Police Chief.   In 2006, as the Executive Director of Los Angeles County Vector Control on an interim basis, he provided management and budgetary strategies to an Executive Board of over 30 members.

Mr. Narramore embarked on his law enforcement career with the City of El Cajon Police Department in 1970, moving steadily through the management ranks.   After 18 years of employment with El Cajon, he accepted an employment opportunity with the full service City of Ridgecrest to serve in the capacities of City Manager and Police Chief.  From 1988 to 1995, he provided leadership and direction to over 150 employees, as well as developed and implemented a $7 million city budget and an $8 million Redevelopment Agency budget. 

In 1995, Mr. Narramore returned to his law enforcement roots, accepting employment as Police Chief for the City of Huntington Park.  In that capacity, he directed the activities of over 200 employees, as well as handled all city lawsuits, and oversaw the Personnel and Parks and Recreation Departments.  Well known for his law enforcement and municipal innovations, Mr. Narramore implemented such effective programs as Juveniles at Risk, Citizens Academy, the Crime Suppression Unit, the Neighborhood Enforcement Team, Police Cadets, the Air Support Unit, the Video Camera Program, a citywide safety video, a creative Employee Health Insurance Program and the Business Watch Program.  He retired from his position with the City of Huntington Park in 2006.

Mr. Narramore has a Bachelor of Science Degree in Criminal Justice and a Master’s Degree in Public Administration.  He also attended the FBI National Academy and holds teaching credentials that enable him to instruct on the college level.  In addition, Mr. Narramore has developed and presented a leadership training seminar for municipal employees.  A published author, he has written a number of instructional books with successful strategies for candidates seeking employment in the public sector.

Mr. Narramore’s inclusive management style fosters employee teamwork, while emphasizing the importance of a strong work ethic and commitment to excellence in customer service to members of the community.
