Richard Torres was born in Los Angeles, California, a resident of Montebello since age 4 when his parents bought a home half a block from the current site of Montebello City Hall.

He attended Montebello Schools, graduating from Montebello High School in 1973 serving as Student Body President in his senior year. Received Bachelors Degree in Sociology from Occidental College in 1977.

Richard began his career with the City of Montebello in 1978 as a Business License Inspector in the Finance Department. Promoted to Assistant to the City Administrator followed by appointment as Director of Transportation in 1987. Appointed as City Administrator in May of 1989.

Richard has always lived in Montebello, now a homeowner residing three blocks from City Hall. Married to his wife Janice since 1990 he is the proud father of four children, who are now attending the same Montebello schools he attended.
